It depends.
If you live in a country supported by Paypal fully, meaning you can add and withdraw fund, then adding the credit card to verify the account will be very useful.
Verifying you account will remove the sending limit and other limits and you will be able to withdraw money from your paypal account to your bank account

Then if you can verify, you should.
If you can't then you will have to make use of what we call VCC (Virtual Credit Card) to verify your account.
It's risky as it's not 100% legal but if you don't do anything bad with your account, nothing should happen.
Bear in mind that if you use VCC to verify, meaning your country is not supported, then you will have no way of withdrawing the money to your bank, but perhaps spend it on Ebay.
